The Philippine Science High School – Central Luzon Campus (PSHS-CLC), through its Bids and Awards Committee, invites bidders to apply for eligibility and if found eligible, to bid for the hereunder contract:

 

Name of Project         :  CONSULTING SERVICES FOR THE DESIGN OF PSHSCLC         ACADEMIC BUILDING 3 PHASE 1 (REBIDDING)

Location                    :  Lily Hill Street, Clark Freeport Zone, Pampanga

     Approved Budget for the Contract (ABC)      :  Php 1,449,541.28

 

Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

The Bids and Awards Committee (BAC) shall draw up the short list of consultants from those who have submitted [eligibility documents/Expression of Interest] and have been determined as eligible in accordance with the provisions of the Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act", and its Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are:

a)             Applicable experience

b)             Qualification of the personnel

c)             Current workload relative to capacity assigned

Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the IRR of RA 9184.

 

PSHSCLC shall evaluate bids using the Quality Cost Based Evaluation (QCBE) procedure and shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids is provided in the Instructions to Bidders.

 Bid documents will be available to prospective bidders upon payment of a non-refundable amount of One Thousand Five Hundred Pesos (Php 1,500.00) to the PSHS-CLC Office. The pre-bid conference shall be open only to all interested parties who have purchased the Bidding Documents.

 

The PSHS System reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
