BAC Resolution
1. The Philippine Science High School - Central Luzon Campus, through the General Appropriations Act (GAA) 2023 intends to apply the sum of Thirty One Million Pesos (Php 31,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Completion of Students Learning Resource Center (Rebidding) PR# 2023-00-001-05. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Philippine Science High School - Central Luzon Campus now invites bids for the above Procurement Project. Completion of the Works is required 210 calendar days (inclusive of unworkable days). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from Philippine Science High School - Central Luzon Campus and inspect the Bidding Documents at the address given below from 8:00 am – 5:00 pm.
5. A complete set of Bidding Documents may be acquired by interested bidders on January 26, 2023 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php50,000. The Procuring Entity shall allow the bidder to present its proof of payment for the fees person, by facsimile, or through electronic means.
6. The Philippine Science High School - Central Luzon Campus will hold a Pre-Bid Conference1 on February 3, 2023, 1:30 P.M at Common Conference Room, Upper Ground Floor Administration Building, Philippine Science High School Central Luzon Campus, Lily Hill Street, Clark Freeport Zone, Pampanga or via Google Meet link:meet.google.com/yhe-qtoy-iqy which shall be open to prospective bidders.
1 May be deleted in case the ABC is less than One Million Pesos (PhP1,000,000) where the Procuring Entity may not hold a pre-bid conference.
7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both on or before February 15, 2023, 9:00 A.M. Late bids shall not be accepted.

2. The Philippine Science High School – Central Luzon Campus now invites bids for the above Procurement Project. Delivery of the Services is required upon the issuance of Notice to Proceed until December 31, 2023 Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. The Philippine Science High School-Central Luzon Campus, through the General Appropriations Act (GAA) 2023 intends to apply the sum of One Million Nine Hundred Thousand Pesos (Php 1,900,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Consulting Services for the Detailed Architectural and Engineering Design for the Construction of Administration Building - New Clark City (Rebidding). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The PSHS-CLC BAC now calls for the submission of eligibility documents for the aforementioned project. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before February 3, 2023, 9:00 A.M. at the Common Conference Room, Upper Ground Floor, Administration Building, PSHS Central Luzon Campus, Clark Freeport Zone, Pampanga or through the online link given below. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. Interested bidders may obtain further information from PSHS-CLC BAC and inspect the Bidding Documents at the address given below during 7:30 AM – 4:30PM.
4. A complete set of Bidding Documents may be acquired by interested Bidders on January 26, 2023 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

2. Quality of personnel to be assigned to the project 30 points
3. Current Workload relative to capacity 20 points

Passing rate: 60 points
6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
7. The Procuring Entity shall evaluate bids using the Quality Cost-Based Evaluation/Selection (QCBE/QCBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
8. The contract shall be completed within one hundred twenty (120) calendar days.
9. The PSHS-CLC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Scope of Works:
1. Cylinder cleaning and de-rusting
2. General Cleaning of valves and hose to remove clogs
3. Repainting, reconditioning, repair of valves assembly, pressure gauge and hose
4. Hydrostatic Testing
5. Pick-up and delivery from and to the original location/buildings
6. All fire extinguisher valves will be replaced with new settings, packing and spring to ensure leak proof valves
7. Recommend for parts that are subject for replacement if any
8. Service units to be provided during the period of the service
9. Provide warranty certificate for the refilled units.
10. Provide a detailed service report as proof of completion
