Consulting Services for Design of the Site Development Plan of the PSHS Central Luzon Campus Clark Freeport Zone, Pampanga (Rebbiding)
1. The PHILIPPINE SCIENCE HIGH SCHOOL CENTRAL LUZON CAMPUS (PSHS-CLC) through the approved allocation for capital outlays under FY 2016 General Appropriations Act intends to apply the sum of EIGHT HUNDRED FIFTY THOUSAND PESOS ONLY (PhP 850,000.00) being the Approved Budget for the Contract (ABC) for the project entitled:
Consulting Services for the Design of the Site Development Plan of PSHS Central Luzon Campus in Clark Freeport Zone, Pampanga. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The PSHS CLC now invites bids for the Consulting Services for Design of Site Development Plan of PSHS Central Luzon Campus, Clark Freeport Zone, Pampanga. Completion of the detailed engineering activities and the design phase/schematic design phase is required within sixty (45) calendar days from the receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and the receipt of bids, a contract similar to the project.
3. The Bids and Awards Committee (BAC) shall draw up the short list of consultants from those who have submitted [eligibility documents/Expression of Interest] and have been determined as eligible in accordance with the provisions of the Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act", and its Implementing Rules and Regulations (IRR). The short list shall consist of not more than five (5) prospective bidders who will be entitled to submit bids. Minimum average rating to be considered for shortlisting is 80%. The criteria and rating system for short listing are:
a) Applicable experience of the Consultant and members in case of joint ventures, considering both the overall experience of the firm; 40%
b) Qualification of the personnel who may be to the job vis-a-vis extent and complexity of the undertaking, and 40%
c) Current workload relative to capacity assigned 20%
Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. The Procuring Entity shall evaluate bids using the Quality Cost Based Evaluation/Selection (QCBE/QCBS), procedure. The Technical and Financial Proposals shall be given the weight of 80% and 20%, respectively. The criteria and rating system for the evaluation of bids is provided in the Instructions to Bidders.
5. For further information, eligibility documents may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and from the website of the procuring entity (http://clc.pshs.edu.ph). However, the bidder should note that the BAC will only accept bids from those who have paid the non- refundable fee of One Thousand Pesos (PhP 1,000.00) for the eligibility documents. Payments may be made at the office of the BAC secretariat during the submission of bids.
Eligibility documents may also be obtained at the BAC Secretariat's office of the PSHS Central Luzon Campus during the regular working hours starting January 9, 2016 to January 18, 2016.
6. Eligible and short-listed bidders are required to submit or send the Bidding Documents (1 set of original, 2 sets of photocopy and a soft copy in compact disk) to the office of the BAC Secretariat of the PSHS CLC on or before January 18, 2016 at 12:45 PM prior to the Opening of Bids at the Conference Room, PSHS CLC, Clark Freeport Zone, Pampanga. Bids submitted after the prescribed date and time shall not be considered.
7. The PSHS CLC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

Security Services for PSHSCLC CY 2016
Philippine Science High School - Central Luzon Campus (PSHS-CLC) intends to procure security services for calendar year 2016. With proposed funding from the GAA for FY 2016, the procuring entity now invites eligible proponents and/or suppliers of security services to provide at least six (6) security guards to be stationed at the PSHS-CLC facilities in Clark Freeport Zone, Pampanga. PSHS teachers successfully launched their "CanSat"
Selected PSHSS teachers attended the "Can Satellite Training". The week long training workshop conducted by the Regulus SpaceTech Incorporated headed by Dr. Rogel Mari Sese.
It was held last October 26 - 30, 2015 at the Conference Room Academic Building I of PSHS Central Luzon Campus.

Earthquake and Firedrill
To increase awareness on how best to survive both earthquakes and fires, the HRD TB Committee organized an earthquake and fire drill for the PSHS-CLC on July 29, 2015. They sought the professional help of the CDC Fire & Safety Department to assist students, faculty members, and other school personnel.
At around 2 PM, all students were already seated for the talk that would be given to them. Mr. Aries Oliveros, CISD Chief, gave a brief but very important speech about the importance of conducting earthquake and fire drills. Mr. Carbungco from the CDC Fire & Safety Department lectured the attendees about the basics of protecting one’s self in case of an earthquake, and he also talked about fire classification and control and what needs to be done in case of fire. He then proceeded with the orientation on the drills.

Redefining Roles Amidst Curriculum and Performance Management Changes in PSHS SYSTEM: The Joint BRC - CLC Inset for Teachers and Key Personnel

Last July 12-16, 2015, the PSHS Central Luzon Campus (CLC) and Bicol Region Campus (BRC) conducted an inset for teachers and key personnel. It was held in Pepperland Hotel in Legazpi City, Albay. One of the goals of the event is to study the curricula of the two campuses and discuss about any possible improvements and changes. Included in the inset is a workshop on Design Thinking facilitated by Habi Education Lab. The workshop aimed to teach faculty members and key personnel innovative techniques in lesson handling and student management. The event was graced by some of the Campus Directors of other campuses: Dir. Delia S. Legaspino (Southern Mindanao Campus), Dir. Elsie G. Ferrer (Bicol Region Campus), Dir. Warren Cordeta (Central Visayas Campus), and Dir. Virginia P. Andres (Main Campus). The Executive Director, Dr. Larry L. Cabatic, was also present.

Orientation and Re-orientation Program

The PSHS-CLC scholars, together with their parents and/or guardians, attended an orientation and re-orientation program last July 20, 2015 in the PSHS-CLC Compound. This program was organized to make the Grade 7 students be familiar with the school’s rules and regulations and for the older students to be reminded of said regulations and their responsibilities as scholars of the PSHS system.
